What makes a phone number "real"?

A phone number is "real" when it passes three checks: format validity, carrier assignment, and active line status. A number that passes all three is registered to a real carrier, formatted correctly for its country, and currently in service.

Format validity is the easiest check. It confirms the number follows the correct pattern for its country code. But a number can be properly formatted and still be fake, disconnected, or unassigned. Carrier assignment goes deeper: it checks whether the number has actually been issued to a carrier and assigned to a line. Active line status confirms the number appears to be in service.
