HIPAA considerations for phone validation

Phone numbers, on their own, are not protected health information under HIPAA. A phone number becomes PHI when it is linked to a specific patient's health condition, treatment, or medical record. A file containing only phone numbers, with no names or medical data, does not meet that threshold.

That said, most patient exports include more than just a phone number. If your CSV contains a patient name alongside the phone number, that combination can be considered PHI depending on context and how it is used. Before uploading any patient data to a third-party tool, consult your compliance team to confirm what your organization's policies allow.
